100 The Formation of the Clearing House When SEAMEO RECSAM started conducting programmes after its inauguration in 1967, there appeared a need to create a unit that could publish and disseminate its work. A clearing house with information and library centre would essentially fi t well into the role. The need of the clearing house proved to be pressing when RECSAM conducted training programmes and a series of workshops for Malaysian Ministry of Education in the late 60s where published documents were needed to be disseminated and collected in a repository centre. At that time, RECSAM was usinga temporary of fi ceanda library in the premises of the Malayan Teachers College (MTC) in its daily operations beginning in 1968. All the publications namely the course and research reports, teaching modules, newsletters and administrative documents were outsourced during this interim period of establishment. Materials published were distributed to the stakeholders and to the library to become part of its collections. Some of these resources became vital source of reference for the participants who attended the training programmes and other activities in the later years.
