To support its role as a regional training institution, SEAMEO RECSAM seeks dynamic and highly motivated candidates to fill the positions of DEPUTY DIRECTOR (Admin)



1. General Requirements: Aspiring candiditates must fulfil the following:

a. Officers of at least Grade DG48 from the Education Service, Ministry of Education
b. At least a Master's degree in management/administration
c. First degree must be in either science/mathematics/computer science/education technology/ subjects related to science or mathematics/computer science
d. Very good knowledge and high competency in ICT
e. Excellent command of written and spoken Bahasa Malaysia and English
f. At least ten years of experience in teaching and administration
g. Experienced in writing and research & development


2. Duties and Responsibilities of Deputy Director (Admin)
1) To assist the Director in the general administration and management of the Centre and responsible for all administrative and managerial duties in the absence of the Director;
2) To assist the Director in the planning of the Centre’s human resource development;
3) To assist the Director in matters relating to recruitment, appointment and services of the staff members of the Centre;
4) To assist the Director in all immigration matters for the staff and participants;
5) To assist the Director in planning, implementing procedures, directives and work ethics;
6) To assist the Director in revising the duties and responsibilities of all staff to ensure they comply with the policies approved by the RECSAM Governing Board and Malaysian Labour Law;
7) To assist the Director in establishing linkages with agencies/ government departments, universities, ministries, private organizations and SEAMEO member countries and beyond;
8) To assist the Director in the annual appraisal of the staff with the help of all Deputy Directors;
9) To assist the Director in the physical development of the Centre;
10) To assist the Director in the preparation of Working Papers for the Governing Board Meeting;
11) To supervise all managers reporting to the Deputy Director (Admin) in matters relating to administration, finance, marketing, information, publication, library, and RECSAM International House;
12) To supervise the procurement of assets and inventory of the Centre;
13) Secretariat to the Personnel Advisory Committee; and
14) To undertake any other duties as instructed by the Director.


3. Salary Scale:

a. RS2: RM 6,262.40 (Min) – RM 13,538.30 (Max)
The incentive for the starting salary will be given according to Service Circular 2/2012 of JPA


4. Benefits:

6. Terms of Appointment:

The successful candidate will be offered an initial two (2) years contract. The Centre may renew the appointment depending on the satisfactory performance of the candidate and subject to approval of the Ministry of Education and Public Service Department.
