Initially, it was proposed to start at the elementary and secondary levels and to involve teacher training institutions and colleges of education. In May 1967, the Centre was inaugurated with the fi rst meeting of the Steering Committee consisting of two ministerial representatives from the six SEAMEO Countries, the Malaysian Ministry of Education and the US Government. Mr. C. Ganasalingam was appointed the Programme Coordinator to oversee the establishment of SEAMEO RECSAM in Penang. Y.B. Tan Sri Mohd. Khir Johari, Minister of Education of Malaysia accompanied by Mr. C. Ganasalingam, Programme Coordinator observing the education modules exhibited by RECSAM’s participants during his of fi cial visit in 1969
