10 Looking Back The Sixties In November 1965, the Southeast Asian Ministers of Education Organization (SEAMEO) was created to foster regional cooperation in education, science and culture. Its establishment was motivated by the conviction that development in these fi elds would enhance the social and economic development of the Region. In July 1966, at a Technical Workshop in Kuala Lumpur, delegates from seven SEAMEO Countries agreed to put up a Regional Centre in Penang, Malaysia. The decision was made based on the perception of the Member Countries that the training of teachers in science and mathematics had high priority in the Region. Penang was chosen as the site of the Centre because of the presence of a teacher training college in science and mathematics in the island city. The Regional Centre for Education in Science and Mathematics (RECSAM) was established with the main objective of helping Member Countries to improve the teaching of science and mathematics in order to lay the foundation for meeting the technically and scienti fi cally trained manpower RECSAM’s course participants attending courses at the facilities provided by MTC (Malayan Teachers' College)
