36 The various stages of RECSAM’s development may be brie fl y charted as follows: Milestones • Establishment of SEAMEO (30 November 1965, Bangkok, Thailand) • Feasibility studies of the establishment of a science and mathematics Centre in Malaysia • Proposal for the establishment of RECSAM was approved at the Second SEAMEC Meeting in Manila in November 1966 July 1966 • Report submitted to the Technical Workshop held in Kuala Lumpur which agreed to the establishment of the Centre May 1967 • Inauguration of RECSAM and the start of its Interim Operations • First Steering Committee Meeting attended by six participating countries June 1967 • The US Government granted a budget of US$50,000 towards pre- project expenses for the Interim Phase (July – December 1967) • First meeting of the Task Force drew up guidelines for National Seminars on Science and Mathematics July – August 1967 • Six National Seminars in Science and Mathematics convened in the six participating countries September 1967 • Second Meeting of the Task Force drew up the Draft Plan of Operation October 1967 • Second Meeting of Steering Committee held in Bandung approved the Draft Development Plan of Operation • The Regional Centre Master Plan was prepared by the Architect of the Public Works Department, Penang 1968 – 1970 • Drafting of legal documents • Procurement of materials and establishment of facilities • Signing of Memorandum of Understanding on 12 June 1969 among Malaysian Government, US Government and SEAMEO January 1968 • Third SEAMEC Conference in Singapore approved the Draft Development Plan of SEAMEO RECSAM • Malaysia and the United States of America agreed to share funds for the establishment of the Centre August 1968 • First in-service courses in Integrated Science and Nuf fi eld Physics, Chemistry and Biology organised by the Malaysian Ministry of Education for 20 key educators from SEAMEO countries 1965 1966 1967 1968
