37 Milestones 3 January 1969 • The fi rst Five-Year Development Plan (July 1970 to June 1975) was approved January 1970 • The fi rst Centre Director was appointed July 1970 – June 1975 • First Five Year Plan and full implementation of the Operational Phase • Completion of Phase I and IIA building construction • Launching of the Centre’s two vital projects; SEASAME (Southeast Asian Science and Mathematics Experiment) and CONCEPT (Science and Mathematics Concept Learning of Southeast Asian Children) July 1970 • RECSAM opened its doors to regional participants September 1970 • RECSAM’s First Professional Seminar on “Science Curriculum Development and Evaluation in Southeast Asia” was held October 1970 • The fi rst Governing Board Meeting was held December 1971 • Signing of agreement between RECSAM and the Government of Malaysia which gave the Centre the privileges and immunities accorded by the host government January 1972 • The First Enabling Instrument of RECSAM was approved and adopted by the Council at the 7 th Ministerial Conference June 1972 • The administration block of RECSAM was completed 1969 1970 1971 1972 June 1973 • Letter of Agreement for the construction of Phase IIB (teaching, laboratory blocks and LRC) was signed by the US government, Malaysia Government and SEAMEO 1973
